Results of Dispute Resolution Mechanism (DRM) Vote
As you are aware, ACFO carried out a survey of the membership earlier this summer to gather input on a range of issues, the most important being the upcoming negotiation process with Treasury Board. The current collective agreement expires November 6, 2004.
The response to the survey was one of the highest in ACFO's history. On the upcoming negotiations, the survey indicated that there had been a radical shift in the membership's view regarding what type of dispute resolution mechanism (DRM) the Association should put forth to Treasury Board in the event of a negotiation impasse. Therefore, the Board of Directors mandated that a formal vote regarding the DRM be held and voting kits were mailed out to the members of ACFO with September 10, 2004 being the last date for receiving votes.
The votes have now been counted by the firm of KPMG and the response to this vote has been unprecedented, well surpassing the returns of the survey. The vote was in favour of conciliation/strike by a clear majority of the ballots cast. As a result, ACFO has advised the Public Service Staff Relations Board that its chosen DRM will be the Conciliation/Strike route for this round of bargaining.
The KPMG report is filed at the National Office.
