COLLECTIVE BARGAINING UPDATE
March 28, 2002

The Bargaining Team met March 25 - 27 to continue the bargaining process with the Employer. The first order of business was to review any outstanding non-monetary issues. Substantial progress was made, and a small number of proposals remain outstanding. These include:

  • Telework
  • Personal Leave
  • Volunteer Leave
  • Annual Leave
  • Pre-Retirement Leave
  • Duration
  • Implementation

Following the conclusion of discussions on non-monetary proposals, the bargaining team presented its monetary proposal, which was structured to not only address the loss of relativity which existed between FIs and our peer groups (such as AU, CO, ES), but also bridge the constantly-widening gap between us and these same groups.

The Employer's counter to our monetary proposal once again shows a total disregard toward the contributions FIs make to the management of Public Funds, and denotes an underlying disrespect toward our community. Their initial offer is as follows:

This offer falls far short of our proposal, and utterly fails to address the issues of harmony and relativity with our peers. Although the current standard pattern of settlements for represented employees may be attainable at the table, your negotiating team will not consider any proposal from the Employer which does not address these issues and include a restructuring of the FI pay scales.

No agreement was reached during this round of talks, and we must now decide whether further meetings will be fruitful, or if we should take the next logical step and apply for mediation. Regardless, the team continues its work in the analysis of data and documentation which continues to filter in from departments in response to our various ATIP requests, some of which were submitted six months ago.
