COLLECTIVE BARGAINING UPDATE
October 11, 2002
On October 8, 2002, the Arbitration Panel, chaired by Mr. Michael Bendel, issued an arbitral award for the Financial Management (FI) Group in respect of unresolved issues in the current round of bargaining.
This arbitral award, combined with items negotiated at the bargaining table, will constitute the new collective agreement. Following is a link to a summary of gains achieved at the bargaining table, based on a three-year agreement. In addition, you can find a link to the revised Rates of Pay by clicking here.
It is currently anticipated that the new agreement will be signed in early November 2002. The provisions agreed to at the table will take effect on date of signing. However, in the case of the provisions of the arbitral award, the effective dates vary. The economic increases are retroactive to November 7, 2001, but, as detailed in the award itself, the annual leave entitlements will take effect November 1, 2002. However, the entitlements for Volunteer Leave and Leave for Personal Needs are effective on October 8, 2002. Section 73 of the Public Service Staff Relations Act states that the provisions of the arbitral award must be implemented within 90 days of the issuance of the award.
