Gains Achieved at the Bargaining Table
- Travel Status Leave - A new article which provides employees who travel on government business to receive one (1) day leave with pay if they are away from their permanent residence for forty (40) nights. Employees receive an additional day for each 20-day period thereafter, to a maximum of 5 days per fiscal year. Travel in connection to courses or training does not apply.
- The automatic requirement for a doctor's certificate after 5 consecutive sick days or 10 in any fiscal year has been deleted, however the employer retains the right to request one at their discretion.
- The articles 36, Leave Without Pay for the Care and Nurturing of Pre-School Age Children and 38, Leave Without Pay For the Long-Term Care of a Parent and Other Family-Related Needs have been replaced with a new comprehensive article, Leave Without Pay for Care of Immediate Family.
- The article 44.04 Career Development Leave has been removed, and replaced with a new clause, Leave Without Pay for Personal Needs. This increases the leave which may be taken from 12 months to a total of 15 months.
- Leave With Pay for Family-Related Responsibilities has been expanded to remove the word "dependent" as a qualifier for family member, add "foster children" to the definition, and increase leave with pay related to the birth or adoption of a child to 2 days.
- Bereavement Leave has been increased to 5 consecutive calendar days leave with pay, and, furthermore, grandparent has been added to the provision.
- The qualifying period for acting pay has been reduced from 5 days to 3 days.
- The "X" value for the annual Penological Factor Allowance has been increased to $2000.
- Professional Allowance - the maximum reimbursement for annual membership fees paid to either the CA, CMA or CGA has been increased to $1000, upon submission of a receipt of proof of payment of these fees.
- Pregnant employees who are in direct contact with offenders in an institution may apply for leave with pay, with a doctor's certificate.
- Overtime meal allowances have been increased to $10.
- In the case of an employee being required to attend a meeting related to discipline, the employee shall receive 1 day's notice, in writing.
- Previously scheduled annual leave which has been cancelled by the employer, and cannot be re-scheduled before the end of the year, may be carried over and used in the next vacation year, notwithstanding the normal maximum allowable carry-over of 35 days.
- Employees who resign from Part II, Schedule 1 departments or agencies who take a position with the employer may transfer up to a maximum of 35 days unused annual and furlough leave credits to their new employer.
- Employees who respond to a telephone or data line call while outside their scheduled hours of work will receive a minimum of 1 hour's straight-time pay, or the applicable overtime rate for work within an 8-hour period.
- Professional Development Leave With Pay has been expanded to include workshops, short courses, seminars, study sessions, and, in some cases, research activities.
