NAV CANADA COLLECTIVE BARGAINING UPDATE
October 22, 2002

The negotiating team met on October 21st to finalize the Association's proposals for bargaining based on input received from the membership.

Dates to commence the negotiation will be scheduled in the near future and members will be advised accordingly.

Of the negotiations taking place ahead of us, the Union of Canadian Transport Employees has applied for arbitration (hearing to be held soon) and the Company has applied for arbitration with the Canadian Air Traffic Controllers Association. Members should be aware that these bargaining agents and their members have been without a collective agreement for over 2 years while ours only expired on August 31st, 2002.

Given the history of negotiation at NAV CANADA, this is expected to be a tough round. We would ask for members patience and support during this process.
