NAV CANADA COLLECTIVE BARGAINING UPDATE
December 31, 2002

There have been a lot of changes since our last update. Bob Kelly, the Vice-President of Human Resources as well as Carol Carle, the Director, Labour Relations have both left NAV Canada. Carol Carle was the spokesperson for NAV Canada in our negotiation. Phil Valois, Manager, Labour Relations, replaces him.

Leo Maisonneuve, who was a member of the collective bargaining Committee as well as the negotiation team, has left NAV Canada to start a new job in the Public Service. We would like to thank Leo for his commitment and active participation in the Association. The APSFA Board of Directors has appointed Eugene Coyle as Leo's replacement on both committees.

No other bargaining agent has signed a collective agreement with the Company to date. One group, the Union of Canadian Transport Employees (UCTE), is proceeding to arbitration with tentative dates now set for early March 2003.

The Canadian Air Traffic Controllers Association is waiting for a decision from the Canadian Industrial Relations Board that will determine the right to strike of its members.

We will be seeking dates to meet with NAV Canada's negotiator in the new year to exchange proposals and commence negotiations for a new collective agreement.
