UPDATE ON PUBLIC SERVICE COLLECTIVE BARGAINING

The bargaining team met with the Employer from November 7 to 9. The bargaining team provided a business case to support our requirement for additional increments for the FI group. Attached are Portable Document Format file slides that demonstrate the Association's view of the internal relatively of the FI group. We also provided the Employer with the results of an external Compensation Survey by the HayGroup Limited. The Hay Group study determined that some FI salaries now trail the market by 19.9% As a whole, they calculated that the FI group now trails the market by 12 to 13%.

We were disappointed that the Employer has not responded to our June 2005 proposal which included additional increments for all levels of the FI group, as well as a Comptrollership Risk Liability Allowance and 2.5% economic increases for each year of a three-year agreement. We have clearly identified that additional increments are a very important issue to the membership.

In order to keep the negotiations moving, the Association's bargaining team tabled a comprehensive proposal maintaining our previous economic demands, accepting a number of the Employer's proposals on non-economic clauses and withdrawing some of our non-economic proposals. However, we have maintained proposals that members have identified as priorities to our group and proposals that would provide an equivalent level of benefits that have been received by other groups.

The bargaining team has made considerable effort to move these negotiations along by making proposals and revised proposals to the Employer. However, the Employer appears reluctant to respond to our economic proposals at this time. The negotiation of this agreement is an important priority since it expired more than a year ago on November 6, 2004.

Despite our best efforts we have no indication from the Employer to date that they are taking our demands seriously. It appears that the likehood of having to take some form of job action to achieve our goals is increasing. We will continue to fight on behalf of the FI membership at the bargaining table. You can expect to receive more communications about this in the near future.

The next negotiating session is scheduled for November 28, 29 and 30.
