NAV CANADA COLLECTIVE AGREEMENT RATIFIED

The ACFO is pleased to announce that on April 27th, 2006 our NAV CANADA members ratified a tentative collective agreement reached with NAV Canada.

Negotiations commenced on February 7, 2006 and this renewed collective agreement was ratified 79 days later demonstrating that the ACFO can enter into and conclude negotiations in a professional and timely manner when dealing with a reasonably committed employer.

NAV CANADA is a separate employer and ACFO negotiates directly with the company rather than the Treasury Board Secretariat. This agreement was successfully negotiated using an interest-based approach to collective bargaining.

The new collective agreement has a duration of four years and will expire on November 6, 2009. Some of the enhancements include:

  • Annual Wage Increases of 2.25%, 2.25%, 2.5% and 2.5%;
  • A 3% increment added to the top of the wage scale and a removal of the bottom increment for all classification levels effective November 7, 2007;
  • An agreement to co-develop a new FI classification system during the term of the agreement;
  • Increases to vacation leave after 16, 18, 27 and 28 service years;
  • Improvements to the Disability Income Security Program;
  • An enhanced harassment article;
  • New whistle-blowing protection;
  • New funding and greater access to training and professional development;
  • An expanded application for bereavement leave and leave with pay for personal and family related responsibilities;
  • Up to five (5) days leave with pay for medical and dental appointments now available;
  • Parental leave increased from 26 to 37 weeks;
  • Expanded availability of leave without pay for family related needs;
  • Acting pay qualifying period reduced from 10 days to 4 days;
  • Compensatory leave which formerly had to be used by March 31 can now carried over to August 31 prior to automatic cash-out;
  • Meal rate for overtime increased from $6.00 to the NCJC Travel Guidelines lunch rate;
  • New provision for the reimbursement of transportation costs associated with overtime; and
  • An Increase to standby pay from $10.00 to one hours' pay.
