CHANGES TO FI CLASSIFICATION STANDARD
On August 17, 2004, the Public Service Human Resources Management Agency of Canada (PSHRMAC) announced two changes to Nature of Impact Factor of the FI classification standard retroactive to April 1, 2004.
The first change was to adjust the grid for the Size and Nature of Resources element of the Nature of Impact Factor upward by 15.4%. The increase is based on the increases to the implicit price index for government current expenditures on goods and services since 1993 when the last grid adjustment was made. The adjusted grid is reproduced below:
Degree 1: up to $8.5 million
Degree 2: over $8.5 million to $85 million
Degree 3: over $85 million to $850 million
Degree 4: over $850 million to $8.5 billion
Degree 5: over $8.5 billion
The second change was to direct that the determination of the size and nature of resources influenced must exclude funds allocated to salaries and wages.
These changes were initiated without prior notice being given to the Association. The ACFO opposes these changes and has already commenced efforts to have this unfair directive reversed.
The position of the ACFO is that any changes to the Classification Standard should be comprehensive and conducted in full consultation with ACFO.
