Collective Bargaining Update: The Deal Explained
OTTAWA - As first announced at last week's historic Financial Officers' Rally For Accountability, a tentative deal was reached between the Association and Treasury Board on October 4.
A complete review of the tentative deal is being prepared and will be distributed to members in the coming weeks for ratification. In the meantime, we've prepared a summary of the key items in the three-year agreement (November 7, 2004 - November 6, 2007).
- Economic increase in rates of pay:
- 2.25 per cent (effective November 7, 2004)
- 2.40 per cent (effective November 7, 2005)
- 2.50 per cent (effective November 7, 2006)
- Monthly CFO Transitional Allowance to employees at the maximum scale of their level by the following percentage of their rates of pay (effective November 7, 2005):
- 2.00 per cent for FI-1 and FI-2
- 3.00 per cent for FI-3
- 4.00 per cent for FI-4
Upon reaching the maximum scale, the employee must receive at least 10 days' pay in a month for the allowance to being and apply for that month onward. This allowance is pensionable.
- Part-time employees to receive pay increments as do the full-time employees (based on anniversary dates rather than 1950 working hours).
- A one-time bonus of $300 to all employees in the FI-1 and FI-2 levels.
- Professional Allowance paid under Article 54 increased to $1,100 and extended to include annual fees for employees pursuing a formal study program to obtain their accounting designation (CA, CMA or CGA).
- Penological Factor Allowance (Article 49) changed to match wording in the PA Group agreement. The degree of exposure has been eliminated and the allowance is solely based on the security designation of the penitentiary as follows:
- Minimum - $600
- Medium - $1,000
- Maximum - $2,000
- Marriage leave (Article 39) has been deleted and replaced by a one-time entitlement of 37.5 hours of vacation leave with pay for employees with two or more years of service.
- Change in definition of spouse to include common-law partner. Definition of common-law partner added to the agreement.
- Employees may use compensatory leave earned in the prior fiscal year up to September 30 of the following fiscal year. If not used by that point, it will be paid at the employee's rate of pay as calculated from the classification prescribed in his/her certificate of appointment on March 31 of the previous fiscal year.
- Meal allowance payable under Article 19.07 increased to $10.50. Time counted for stopovers while traveling for business increased from 3 hours to 5 hours under Article 24.02.
- Leave with Pay for Family Related Responsibility (Article 37) has been updated to the language in the PA agreement, allowing for more flexibility.
- Canada Border Services Agency (CBSA) employees coming from Canada Revenue Agency get transition language equivalent to the language found in the PA group agreement except for rates of pay and duration.
- Updated language in Article 33 Maternity Leave Without Pay, Article 34 Maternity-Related Reassignment or Leave and Article 35 Parental Leave Without Pay.
