Compensation and Benefits Committee

The Compensation and Benefits Committee met for the second time on October 23. There are currently 14 members of the committee representing several departments, regions and all levels of the FI group.

The committee had a lengthy discussion on the 2002 APSFA and Treasury Board arbitration briefs with a focus on the next round of negotiations.

Five teams have been created to complete specific tasks in preparation for the next round of collective bargaining. The five tasks are:

a) External Salary Comparison (with private sector)
b) Internal Public Service Salary Comparison (other groups)
c) Designations (minimize number of members who will be designated essential)
d) Design of the new membership survey
e) Review of the 2003 TBS survey on the Financial Community

Our next meeting is scheduled for January 16 and 17 in Ottawa. Three other bargaining agents have been invited to present and discuss their negotiating strategies and experiences with the committee. The committee will be responsible for preparing an analysis of binding arbitration vs. the conciliation/strike options so the general membership can make an informed decision prior to the start of collective bargaining.

APSFA cannot officially give notice to bargain to the Employer until August 7, 2004 in compliance with the Public Service Staff Relations Act. Therefore, we anticipate collective bargaining to commence in the late summer or fall of 2004.
