DFO MANAGEMENT MODEL

ACFO is committed to keeping members abreast of any information coming its way that may have an impact on the day-to-day operations within the departments.
It is therefore that we forward to you this message from DFO management regarding an update to DFO's management model. According to DFO, "the intent of this work is to ensure that our management model and structure are the right tools to facilitate the implementation of our strategic plan and the delivery of our operational activities. This initiative will not result in any staff reduction."
The Association will continue to update you on any pertinent information from the Employer at large, or from your department in particular.

I am writing on behalf of senior management, to bring to your attention, an initiative to update our DFO management model that is about to get underway shortly. As noted in the attached message that is to be distributed on Friday, October 7 through our weekly newsletter (In the Loop), the intent of this work is to ensure that our management model and structure are the right tools to facilitate the implementation of our strategic plan and the delivery of our operational activities. This initiative will not result in any staff reduction.

DM's message In the Loop message re: DFO Management Model
The Department has carried out several initiatives in recent years to improve its services to Canadians while respecting the limits of its resource availabilities. Some of these initiatives have altered our management structure and/or implementation mechanisms. For example, the Canadian Coast Guard is now a special operating agency (SOA); Centres of Expertise (COE) and a regional Human Resource and Corporate Services (HRCS) structure have been established; the Aquaculture Management Directorate has been set up; and the Area Service Delivery Model (ASDM) has been implemented and so on...
Our management model was last evaluated in 1998. It seems more than appropriate, therefore, for us to update our management model, review its applicability and adjust it, if necessary, in the light of the Government's new priorities and the Department's own strategic priorities. Our aim is not to effect major changes, but rather to ensure that our management model and structure are the right tools to facilitate the implementation of our strategic plan and the delivery of our operational activities. This initiative will not result in any staff reduction.
I have established a working group to perform this work. Reporting to the Departmental Management Committee, the working group is headed by Jean-Guy Beaudoin, Regional Director General, Quebec Region.
We expect to have preliminary results by the start of the new year. The senior management team will keep you posted on progress and next steps as the project proceeds.
