Collective Bargaining
Nav Canada
The Nav Canada Negotiating Team has identified changes required to the collective agreement. Proposals will be prepared for bargaining which is expected to commence in January or early February 2001.

Hearings have commenced before the Public Service Staff Relations Board (PSSRB) which will determine APSFA's continued ability to represent FIs at the Agency. Developments at the Parks Agency and the most recent adverse decision of the PSSRB may impact the Association's representation future at CCRA. The Association will keep members advised as this situation unfolds.
Parks Canada Members - Bargaining Unit Determination
Almost a year ago, hearings commenced before the Public Service Staff Relations Board (PSSRB) to determine whether or not the Association would be able to continue its representation of FIs in the newly created Parks Agency. This process involved 20 days of hearings and great time and expense in the preparation of the Association's case. Despite putting the best arguments forward, the PSSRB has recently rendered a decision (citation: 2000 PSSRB 109) that all employees of the Parks Agency should be included in a single bargaining unit. As a result, the Board has directed that a representation vote be conducted by mail ballot asking all employees whether they wish the Public Service Alliance of Canada (PSAC) or the Professional Institute of the Public Service of Canada (PIPSC) to represent them as their bargaining agent.

The Association obviously regrets that it has lost the fight to continue representation of the financial community in the Parks Agency.
