Don't Forget!

INTEGRITY OF THE BARGAINING UNIT

It is increasingly important for members to bring to the attention of the Association's National Office any situation where FI duties and functions are being redistributed to other classifications such as AS, AU, CO, PM, etc. It has been proven that some work descriptions are tailored to meet individual circumstances especially when the employee does not meet the FI selection standard established by the Public Service Commission. The Association is very concerned about the presence of non-qualified individuals performing financial functions which dilutes the quality of financial expertise as well as the financial community's professionalism. We believe that only qualified financial managers should hold financial management positions within the Public Service.

Members who become aware of these situations are encouraged to advise the National Office and where possible, provide work descriptions of positions where it is suspected that FI work is being done. These issues are extremely important for our Association and its future as our bargaining agent.

ACCEPTING A NON-FI POSITION

The Association is urging all members who are surplus and considering the acceptance of positions other than FI, to please contact the National Office to discuss the situation with us before signing any letter of offer. This is to ensure that members are informed of their rights before making such an important decision.

CONSENT TO RELEASE PERSONAL INFORMATION - PRIORITIES

Members consent is now required for priority employees who wish to have their personal information released to the bargaining agent. To this end, present and future FI priorities who wish to have this information released to the Association, should do so by consenting to it in writing on forms generally available from your Human Resources Services Branch.

CHANGE OF INFORMATION

Unfortunately, the employer (Treasury Board) does not provide the Association with your home address. Please ensure that you advise the Association when changing home address, name, departments, FI level and work phone number.

ASSOCIATION MEMBERSHIP - PUBLIC SERVICE BARGAINING UNIT

Membership in the Association is not mandatory, although all employees in the FI sub-group, except those who are excluded, must pay dues to the association. New employees who wish to become members do so by completing a Portable Document Format file membership application.

Our only way of identifying new employees is the quarterly listing of non-excluded employees sent to us by the employer which unfortunately does not include the employee's home address. We must therefore rely on being contacted by the employee, or by the employee being offered an application for membership by another member of the Association.

We would like to ensure that employees who have not become members are doing so by choice and not because they are unaware of the procedure to follow.

We are encouraging you to speak with fellow FIs and enquire if they are receiving this newsletter. If they are not, it is likely that we have not received from them a signed application for membership.

ASSOCIATE MEMBERSHIP

All FIs who have retired or resigned from the Federal Public Service, are encouraged to contact the Association National Office to receive an application for an Associate Membership. Excluded FIs can also apply for associate membership status, provided they were regular members in the past.

An Associate Membership will ensure that you remain on the APSFA mailing list and receive all newsletters and general information packages. As well, this will permit group insurances to be maintained.

The fee for Associate Membership is $30.00 annually.
