PRESIDENT'S LETTER TO THE PREMIER RE. HEALTH CARE PREMIUM

12 July 2004

Dalton McGuinty, Premier
Legislative Building
Queen's Park
Toronto, ON
M7A 1A1

Dear Mr. McGuinty,

I am writing to you today as President of the Association of Canadian Financial Officers, an organization that represents over three thousand financial professionals coast to coast.

I would like to express the Association's displeasure at the introduction of the Ontario Health Premium and its application as a tax. Many members from Ontario, as well as members from Quebec have contacted us voicing their opposition to this measure.

As a tax, it provides employers with the excuse of not paying their portion of health care benefits. Because it is deducted at source as part of the provincial income tax, our members working in Ontario but living outside of the province are paying a health care premium for a service that they normally cannot access.

While we all want improvements to health care, it has to be a fair and equitable process which respects collective agreements (cost sharing of health care premiums) and is paid for by those who are the users of the system.

Sincerely,

Merdon Hosking
President
