FOR IMMEDIATE RELEASE
Classification and Job Content Grievances
OTTAWA - ACFO is pleased to present the following information on Classification and Job Content Grievances as part of our efforts to keep the Membership informed of on-going issues relating to our Collective Agreement.
FI Classification
All FI positions are written and classified in accordance with the FI Classification Standard. A copy of the FI Classification Standard can be viewed online at:
www.psagency-agencefp.gc.ca/Classification/Standards/FI/FI_e.asp
Classification Grievance
A classification grievance is a formal challenge by an employee to the FI level assigned to their position. A classification grievance can only be filed within 35 calendar days of a formal classification decision.
Classification grievances are heard by a Grievance Committee. Grievance Committees are chaired by an accredited classification specialist and include a Departmental and Treasury Board representative. The committee's decision is final and binding.
Members and their ACFO representative are given the opportunity to appear before the committee and make written submissions regarding the classification of the position. A classification grievance is not about the content of a work description, but rather the pay level assigned to this position. If a member has issues concerning both the content and level of his/her position, the job content issues must first be addressed and resolved.
Job Content Grievance
A job content grievance is a challenge by an employee to the content of their work description, based upon the actual day-to-day duties performed by the employee. In some cases, the work description may not accurately reflect the work performed while in others the position may have evolved over time.
According to Article 49 of your FI Collective Agreement each member has a right to a complete and current job description:
Upon written request, an employee shall be provided with a complete and current statement of the duties and responsibilities of his/her position, including the classification level and, where applicable, the point rating allotted by factor to his/her position, and an organization chart depicting the position's place in the organization.
In many cases, a job content complaint may be resolved by speaking with your Association and manager and without recourse to the filing of a formal grievance. In situations where the supervisor is not in agreement or is not willing to support a revision to the work description, and informal methods of resolving the situation have not been successful, then the option to file a formal grievance can be exercised.
If you have any questions about your job description or classification, please call a Labour Relations Advisor at the ACFO National Head Office at 613-728-0695 for assistance and guidance.
